Even buried beneath her prosthetic makeup, Meryl Streep carves out a convincing portrayal of the famously stubborn world leader and, yet again, proves her worthiness as the closest thing America has to acting royalty. But even Ms. Streep’s best efforts can’t rescue this sloppy biopic from itself.
